County Commishes Get It Wrong Again On Jail Bond

This is a guest opinion written by Richard L. Harris Atty and former Canyon County Prosecutor and was published in the local paper June 9th. (We have received his permission to publish his letter on the Caldwell Guardian Blog.) 

The Canyon County Commissioners have done it to us again.  They have scheduled another vote on the jail bond August 3.

They will not take no for an answer. They just want to ram it down our throats, like it or not. 

And their timing is a bit curious. Instead of waiting until November when there is a bona fide election in which this issue could be included, they schedule the expense of a special election, hoping that most people will pay no attention to a single-issue vote, and only those with an interest in a favorable outcome will be inclined to vote.

The Commissioners espouse a conservative philosophy.  At least one commissioner ran on a platform of fiscal conservatism.  That means no new taxes!

They desire the citizens to pass the largest bond in the history of the county.  In that respect they are like Obama: spend, spend, spend.

Understand that the bond is only one part of the total expense. The real expense is staffing and operating the jail, which is not funded by a bond spread over years but is paid out of annual tax revenue.

The commissioners apparently don't understand the challenge of the current economic climate.  We are in a recession, and  some of Obama's own economists are predicting a depression.  And it is in this environment these commissioners desire to increase our burden.

In this newspaper (Idaho Press Tribune) dated June 29, under a headline "Budget issues plague county," the paper reported that county officials have begun efforts to meet rising expenses with reduced tax revenues, pointing "to continued revenue shortfalls as property and sales tax revenue have plunged."

Do they not pay attention? Vote NO again on the jail bond.

  1. I am not from here but can tell you there are a lot more pressing issues around here than a new jail. I vote no and the special election this close to a reguarl election really makes me angry.

  4. I used the moderation of the blog feature to remove a post. I don't do this often but the post was offensive and had no bearing on the subject matter in the post.

    We would like to think people are welcome to the Great State of Idaho and pejorative comments about residents of other states are not needed nor do they further the discussion.

  7. The commissioners should have waited until the November election for this jail bond. None of the three have any respect for the taxpayers or the voters that voted the last jail bond down.
    Unless you think your taxes are to LOW, go to the poles and VOTE AGINST this bond that the commissioners are trying to ram down the taxpayers throat.
    VOTE NO ON THIS JAIL BOND!

  8. Once again the voters/taxpayers are asked to step in and continue to finance the incompetence of the county government. This isn't a new problem and there have been years of warning signs that should have been heeded. No one wants to deal with fiscal issues near election cycles. Ferdinand has made a career out of unsound budget management and the other two are still in training. It's interesting to note that the new Nampa city hall building is one of the only contruction projects taking place currently on the boulevard. It sits amongst many blighted, boarded up business that had to close because they weren't supported artificially by taxpayers. This new proposed jail would similarly be built by commissioners hanging yet another burdensome yoke of tax indebtedness upon already broke taxpayers. The only yes votes for this 3rd attempt will come from the jail employees who want some cozy new offices and the contractors who are interested in getting some work.

  9. The grapevine said that Ferd and rule filed for bankruptcy before becoming commissioners. Can anyone confirm this?
    A new $58,000,000.00 jail is the kind of willy nilly spending that could put Canyon County in dire financial straits. If rule and Ferd are bankrupt, they are very poor (no pun intended)judges of how to to spend their money or the taxpayers money!
    rule, Mrs Alder and Ferd need to back off on a new jail. If this August 3rd vote fails, they should listen to the taxpayers instead of the jail builder or the ACLU!

  10. We have lowered your taxes and as a result cant afford an animal shelter anymore. Since we cant have an animal shelter can we have a more expensive jail instead? Awwwww C'mon we have been good little commissioners we cut a little now we want it back with interest! We have given you more than you deserve. No more!

  11. Just what kind of a shell game is going on here? One side of the mouth is saying we can afford to run a new jail the other side says we have no money to run the animal shelter. There is a serious credibility gap with the commissioners.

    I hav heard the plan is to get us to approve the huge new jail, they rent out beds, the money goes to the general fund and the commissars are back in the black with a huge slush fund to buy more toys and things while we all get to struggle paying for the new mega jail.
    Only thing for certain is No come election time for me.
