Not only does the developer get the local money but it can be used to aquire even more money at the federal level.The same scheme has been discussed in Caldwell, the developers home town and seams to have some support at city hall. Problem is Caldwell had to use $6,000,000 of rainy day funds to balance this years budget.While giving away tax money for developement.
